The West End SELPA team works in collaboration with students, parents, school districts, and community agencies to maintain effective communication, provide quality services, and ensure the provision of appropriate resources which support the education of all students with disabilities.

What is a Special Education Local Plan Area (SELPA)?

In 1977, Assembly Bill 1250 required all school districts and county schools offices to form geographical regions of sufficient size and scope to provide for all special education services needs of children residing within the region's boundaries. Each SELPA developed a local plan describing how it would provide special education services.

The West End SELPA is a multi-district SELPA that includes the following school districts: Alta Loma Elementary, Central Elementary, Chaffey Joint Union High, Chino Valley Unified, Cucamonga Elementary, Etiwanda Elementary, Mountain View Elementary, Mt. Baldy Joint, and Upland Unified. There are 14,930 students with disabilities enrolled in the member districts.

The SELPA policy-making body is designated in the local plan. In the West End SELPA, this is the Superintendents’ Council, which consists of the Superintendents from the nine-member districts and the County Superintendent of Schools. The Superintendents’ Council makes policy decisions, establishes procedural guidelines, approves the SELPA budget, and determines how special education funds will be allocated and distributed to the districts.

The SELPA is responsible for assuring program availability for all students with disabilities. To achieve this, the SELPA assists districts with program development and coordinates regional programs within the SELPA. The SELPA provides technical assistance and administrative support to the districts to ensure compliance with state and federal requirements. Additionally, the SELPA provides staff development and training for educators and parents.
